Wicklow County Council
Ballynagran Small Grant Scheme 2013
(suggested approach for review)

The Ballynagran Landfill Community Liaison Committee and Wicklow County Council have agreed to put in place a grant scheme to provide energy efficient improvements work and works to minimise the effects of odours from the landfill facility.

This grant may be availed of by owner occupied households living in the area close to the Ballynagran landfill site

(that is, the area marked pink on the attached map —->   Map of Small Grant Area).

This scheme is being funded through the proceeds of the levy on the Ballynagran Landfill Facility.

Works are subject to a grant of up to 90% of the cost of the works (70% for those works which quality for SEAI grants) and a maximum grant of €3,000. The funding available depends on the number of qualifying households which apply and the overall amount of funds available. More than one project may be undertaken to reach the maximum grant amount.

Qualifying Projects for the 2013 Small Grant Scheme and conditions are:

Project type eligible for funding DescriptionPotential small grant aid as % of total costAdditional SEAI funding available**Grant Conditions
Wood burning stoves and wood heating systems and boilers (Timber or wood chip or wood pellet)Open fires are major sources of heat loss. Wood burning stoves are very efficient. Installing a stove and sealing your chimney means that you do not loose heat through the chimney. Wood heating systems utilise an environmentally friendly fuel at lower running cost than oil or gas.90%0-Euro
Double/ triple glazing window replacement Installing more energy efficient windows can considerably improve comfort levels and reduce heating cost.90%0-Euro
Heat Recovery Ventilation System with or without Odour Control / Demand controlled ventilation/ Building draft proofing Mechanical heat recovery or demand controlled ventilation improves comfort in houses and reduces heat loss. A heat recovery ventilation system with appropriate filters can also reduce the impact of external odours such as those from the landfill facility. 90%0-Euro
Solar Photovoltaic(PV) PanelsPV panels provide free solar electricity which can be used in the household or exported to the grid.90%0-Euro
Planting of trees and shrubs for Environmental screening and odour minimisation Trees and shrubs can be used to create a screening barrier between houses and the landfill facility to improve the visual effect and reduce odours.90%0-Euro
Low energy lighting Low energy lighting is a relatively low cost measure to considerably lower your electricity cost.90%0-EuroMaximum of 300 Euro available towards lighting
Attic InsulationGenerally the most cost effective energy upgrade in a house improving insulation and comfort levels.70%200 EuroThe 70% small grant amount plus any SEAI contribution to be maximum of 100% of project cost
Wall Insulation Cavity/External/ Dry liningHeat loss through walls can be reduced by up to two thirds resulting in considerable energy saving and improved comfort levels.70%250-3,600 Euro depending on technology usedThe 70% small grant amount plus any SEAI contribution to be maximum of 100% of project cost
Boiler upgradeChanging an old boiler to a new high efficiency system can achieve typical savings of up to 20% in energy usage.70%560 EuroThe 70% small grant amount plus any SEAI contribution to be maximum of 100% of project cost
Heating controls upgradeAdequate heating controls and zoning is a relativley low cost measure to help to minimize required heating and hot water schedules.70%400 EuroThe 70% small grant amount plus any SEAI contribution to be maximum of 100% of project cost
Solar hot water heating Solar hot water heating can typically provide 50-60% of hot water requirement.70%800 EuroThe 70% small grant amount plus any SEAI contribution to be maximum of 100% of project cost

** SEAI Grants.  For those projects which qualify for SEAI grants, households may decide not to apply to the SEAI for such grants, however the maximum small grant scheme grant will be 70%.

Own Labour:  A grant for materials only will be paid for any works carried out by own or voluntary labour.  Receipts for material from registered suppliers must be provided.

Other normal terms and conditions from the previous (2011) scheme to be added.
